"The bird that calls to the canoe to sail," Hawaiian proverb about the kioea (stilt) whose early morning call was often a signal to canoemen to be ready to fish or travel.

Surrounded by this vast sea for thousands of miles in every direction, our islands in the Pacific have become a Mecca for world-class surfing, bill fish tournaments, yacht racing, canoeing and other sporting events. Millions of visitors, in addition to island residents, swim, wade and sun themselves on our white-sand beaches every year.

This is a resource which generates millions of dollars each year through ocean sports and recreation, scientific research and development, education and discovery.DOBOR programs preserve and protect our ocean and near shore waters and is wholly self-supported by user fees, vessel registration fees, marine fuel taxes and boating property rental income deposited to a boating special fund.
